How TSC Teacher Swap Works

This page explains the official procedure followed by the Teachers Service Commission when two teachers want to swap stations.

Confirm Eligibility

Both teachers must meet all conditions below to proceed with a swap:

  • Employed by TSC
  • Same cadre and job group
  • Same subject combination where applicable
  • Confirmed staff, not interns or interns on probation
  • No active disciplinary cases

If any condition fails, the swap will not proceed.

Find a Willing Swap Partner

A swap is voluntary. Both parties must agree to the exchange.

  • Teacher A and Teacher B must agree
  • Both must be willing to exchange current stations
  • Agreement must be mutual and documented

Apply for Transfer as a Mutual Swap

Each teacher submits a transfer application with the following details:

  • Current school and station
  • Target school and station
  • Reason selected as "Mutual Swap"
  • Details of the swapping teacher

Applications may be submitted through the TSC online system or official forms, depending on the current TSC cycle.

Headteacher Recommendation

Both headteachers must recommend the swap. They confirm:

  • The teacher is on staff
  • There are no disciplinary issues
  • Subject replacement is acceptable
  • School operations will not be disrupted

A headteacher can stop the process at this stage.

Sub-County Director Review

Both Sub-County Directors of Education review the applications. They check:

  • Staffing balance
  • Subject distribution
  • Curriculum impact

This stage causes most delays in practice.

County Director Approval

County Directors review and forward applications to TSC headquarters. Their role is to:

  • Maintain county staffing equilibrium
  • Confirm compliance with policy

TSC Headquarters Approval

TSC headquarters makes the final decision.

If approved:

  • The transfer is entered into the TSC system
  • Official transfer letters are issued

No teacher is allowed to move without a written transfer letter.

Reporting and Assumption of Duty

Teachers report to their new stations on the date stated in the transfer letter.

  • Report to the new school
  • Complete assumption of duty forms

Salary and records update only after assumption is confirmed.

Realities Teachers Should Know

Administrative & Slow

The process involves multiple approval layers and can take weeks to months.

Incomplete Matches Rejected

Applications with mismatched job groups or subjects are often rejected.

Subject Mismatch

Subject mismatch is a common failure point that derails many swaps.

Verbal Agreements Invalid

Verbal agreements without paperwork are invalid and will not be honored.
